The Meaning of the Open University for CU

For more than twenty-five years the Open University in England has provided very high quality educational programs at dramatically lower cost than traditional universities. As a sabbatical visitor last year I had the opportunity to observe the methods and ethos of this remarkable institution. Its use of a resource model of teaching, rather than an enactment model, its business paradigm, in which more students are a blessing and not a problem, its use (and non-use) of technology, and its different division of labor, in which scholars play a more limited role than at conventional universities, all provide food for thought and discussion. The success of the Open University suggests that the role and practices of conventional universities will need to so as to reflect the cost advantages of the Open University model for some forms of education, and to realize more fully the advantages that face-to-face interactions ought to confer on students at conventional universities.
